Ahmed Gambo Saleh, Esq

SECRETARY

Ahmed Gambo Saleh was born 3rd June, 1969 in Hadejia, Jigawa State. He holds his first and second degrees in Law from Usman Danfodio University, Sokoto and Bayero University, Kano, respectively.

He had a two year stint in private practice before joining the Civil Service where he became a Senior State Counsel in the Ministry of Justice, Jigawa State between 1998 and 2008. He then moved to Supreme Court of Nigeria in 2008 where he was made the Special Assistant to the Chief Justice of Nigeria. Between 2010 and 2014 he was the Deputy Chief Registrar (Litigation Department). He was elevated to the position of Chief Registrar in 2014, until 2017 when he was appointed as the Secretary, National Judicial Council to date.

Ahmed Gambo Saleh, LL.B, BL, LLM has more than 20 years in Management and Administrative experience. He is a Member of several professional bodies and has served on quite a number of Judiciary Committees among which are Secretary, Legal Practitioners’ Privileges Committee; Chairman, Chief Registrars of Nigeria Forum; Chairman, Nigerian Bar Association, Dutse Branch; Member, Presidential Swearing-in Committee – 2015; Member, Judiciary Information Technology Policy Committee; Member, Federal Judiciary Tenders Board; Secretary, Jigawa State Sharia Implementation Committee, etc.

His hobbies are Sports, Tourism and Community Service.

DIRECTOR, (PENSION DEPARTMENT)

Mrs. Georginia O. Obigene

Georginia Obioma Obingene (nee Onah) was born on 16th September, 1963 at Ede-Oballa in Nsukka LGA of Enugu State. She had her Primary and Secondary Education from 1970 to 1981 and graduated from the University of Nigeria, Nsukka in 1986 with B.Sc (Hons) in Accountancy. She qualified as a Chartered Accountant in 1991 and became a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) in 2002. She also holds MBA degree in Banking and Finance from the University of Nigeria, Nsukka.

          She did her National Youth Service in Delta Steel Company, Oviwan-Aladja, Delta State and was thereafter employed as an Accountant. She worked for the Company from 1987 to 1992 and transferred her service to Enugu State Civil Service in 1992 where she rose to the rank of a Director in 2000. She again transferred her service to join the National Judicial Council in 2002 as Deputy Director, Finance & Supplies and rose to the rank of Director, Finance & Accounts in 2006, a position she held till August, 2017, when she was deployed to head the Pension Department. Her hobbies are cooking and travelling.

Soji Oye, Esq

B.A History, LLB (Hons), B.L, MNIPR

Soji Oye, Esq. was born in Ibadan, Oyo State. He hails from Osin-Ekiti in Oye Local Government Area of Ekiti State. He began his educational career at United Missionary College (UMC) Primary School, Oke-Ado Ibadan from 1969 to 1975 where he obtained his First School Leaving Certificate. He thereafter proceeded to the Prestigious Christ’s School, Ado-Ekiti, where he obtained his West African School Certificate (WASC) in 1980.

He worked briefly with the Ondo State Ministry of Works from 1980-1982.

He attended Federal School of Arts & Science Ondo where he obtained his Higher School Certificate (HSC) before proceeding to the then Ondo State University of Ado-Ekiti now University of Ado-Ekiti where he bagged B.A History in 1988.

He also attended University of Abuja where he obtained another Degree in Law from 1999 to 2005 before proceeding to the Nigeria Law School, Abuja for the B.L certificate in 2006.

He worked with the Nigerian Television Authority Network news from 1989 – 2002 where he rose to the position of Assistant News Manager before joining the National Judicial Council as Chief Public Relations Officer in 2002. He rose from that position to become the current Director of Information.

DIRECTOR, (FINANCE & ACCOUNTS DEPARTMENT)

Mr. Ramalan Ma'aji Shehu

HND Accounting, MA Business Admin (FInance), ANAN, CIM, CIEN

Ramalan Ma’aji Shehu was born on 25th October, 1962 at Keffi, Keffi Local Government Area Council of Nasarawa State.

He attended Primary School Education at Ahmadu Maikwato Primary School, Keffi from 1972-1978. After Primary School, he attended Government Secondary School Mangu, Mangu Local Government Area Council of Plateau State, where he obtained his GCE in 1983. He proceeded to Federal Polytechnic, Kauran-Namoda, now in Zamfara State as a pioneer student, where he studied Accountancy in 1986.

He was employed by the Federal Radio Corporation of Nigeria (FRCN) in 1986 as a Clerical Officer and then rose to the rank of Accountant Cash Office. While working for FRCN, he furthered his education and obtained a Higher National Diploma in Accountancy in 1989.

He left FRCN in 1992 and worked with Mortgage Bank till 1994. He later got employment with Ministry of Solid Minerals Development, Abuja. He left Ministry of Solid Minerals Development for the Supreme Court of Nigeria (SCN) as a result of Pooling System introduced by the Federal Government. He worked with Supreme Court till 2002, when National Judicial Council was created. He got an appointment with the National Judicial Council in 2002 as the Chief Accountant and rose to the rank of Director of Finance & Accounts.

His qualifications include:

 Post Graduate Diploma (2001);

 Master’s in Business Administration (Finance), 2015;

Fellow, Association of National Accountants of Nigeria (ANAN), (1992);

Fellow, Chartered Institute of Economist of Nigeria (2010),

A Member of the Certified Institute of Management (2010) and a Diploma in computer.

During the course of his career he has received awards in the following capacities and they are:

Merit Award conferred on him by ANAN for Professional Ethics and Diligence in the line of Duties (2017), Merit Award by Institute of Chartered Economist of Nigeria (2012);

 Merit Award by the Certified Institute of Management for High Standard of Management Knowledge and Professional Practicing License (2010).

He attended several Trainings, Seminars and Workshops both National and International. And his hobbies are Travelling, Reading, and Relating with People.

DEPUTY DIRECTOR, (ADMINISTRATION DEPARTMENT)

Mrs. Balogun, Abiola Mulikat

Balogun, Mulikat Abiola (nee Elelu) was born on 13th February, 1966 in Maiduguri Borno State, she hails from Kwara State (Ilorin West Local Government Area). Her educational backgrounds include: Holy Trinity Primary School, Lokoja (1977);Queen Elizabeth School, Ilorin (1982); College of Advanced Studies, Zaria (1985); B.Sc. Economics from Ahmadu Bello University Zaria (1988) and Postgraduate Diploma in Business Management from the Ogun State University, Ago-Iwoye (2001).

She has attended various capacity building courses both locally and internationally

She is a fellow of the following professional bodies: Institute of Chartered Economists of Nigeria (ICEN), Nigerian Institute of Management (NIM)

She started her working Career at Ministry of Justice, Ilorin, Kwara State as a Clerical Staff and thereafter proceeded to Ministry of Finance, Lagos State for National Youth Service Corps as a Tax Officer. After completing the mandatory NYSC, she joined Educational Management Board, as Education Officer I in 1988, then moved to Nigerian Electric Power Authority as Assistant Manager (Marketing) in 1986.

 Her hobbies include: Philanthropy, Driving, Reading, Relaxing, Traveling and Cooking. She has also bagged some awards, some of which include: best student in Mathematics and Geography, 1982 in Queen Elizabeth Secondary School, Ilorin and best marketing staff of Nigerian Electric Power Authority (NEPA), Abuja main district in the year 2000. Mrs Balogun was awarded with the prestigious Kwara State Leadership Icon Medal given by the National Association of Kwara State Students.

She is currently working with National Judicial Council as Deputy Director Admin and is the Head of the Department

Hadiza S. Sa'eed, Esq.

LL.B (Hons.), LL.M (Hons.), MA International Law, Security and Terrorism (Distinction).

Hadiza Santali Sa’eed was born on the 18th May 1976 in Jos, Plateau State. She hails from Karshi Development Area, Abuja Municipal Area Council (AMAC), Abuja, FCT.

She attended St. Margaret’s Primary School in Liverpool and Hillcrest School in Jos before proceeding to Federal Government Girls College, Bauchi Where she obtained her West African School Certificate in 1993. She went on to study Law at the University of Jos, Plateau State between 1993 and 2000 where she received an LL.B (Hons.) Degree and was called to the Nigerian Bar in 2002.

She went back to the University of Jos, Plateau State in 2004 and obtained an LL.M (Hons.) in 2008. She also holds a Master Degree in International Law, Security and Terrorism (Distinction) from the University of Nottingham UK. received in 2014

She previously served as a

Solicitor and Advocate in Omotsola and Co., Jos (2002),

Legal Officer at the National Judicial Council in (2002-2003) (NYSC),

Training Coordinator, National Center for State Courts, a USAID Funded Nigerian Rule of Law Assistance Project (2003-2004),

Senior Program Coordinator, National Center for State Courts, USAID Funded Nigerian Rules of Law Assistance Project (2004-2005). She then resumed as an Assistant Studies Fellow, National Judicial Institute, Abuja (2005-2010),

Special Assistant to the Hon. Chief Justice of Nigeria, Abuja (on Secondment) (2011-2012),

Senior Special Assistant to the Hon. Chief Justice of Nigeria (on Secondment) (2014-2016),

and rose to the Position of Senior Studies Fellow (Asst. Director), National Judicial Institute, Abuja (2012-2017)

She is a Member of the Federation of African Women Lawyers as well as a full Member of the Institute of Fraud Examiners. She has written several published and unpublished papers in the areas of Judicial Ethics, Alternative Dispute Resolution, Internet Law, Maritime Law, Gender Issues, Environmental Law, as well as Court and Case Management. Mrs Sa’eed was also a contributor to the Judicial Ethics Training Manual and the Alternative Dispute Resolution Manual for the Nigerian Judiciary, by the United Nations Office on Drugs and Crime, 2007, and the Commentary of the Bangalore Principles in 2007. She also participated in the drafting of the Nigerian Code of Conduct for Court Employees which came into effect in March 2003.

She resumed as Deputy Director, Judges Performance and Evaluation/Legal Department at the National Judicial Council Abuja in May 2017 as Head of the Department. She is the Secretary of the Committee on Performance Evaluation of Judicial Officers of Superior Courts of Record, Chairman of the E-service Committee of the Council and Alteration Secretary of the Judicial Information Technology Policy Committee(JITPCO)

DEPUTY DIRECTOR, ( BUDGET, PLANNING, RESEARCH AND STATISTICS DEPARTMENT)

Mr. Aminu M. Bashari

BSc in Business Administration, MA Bus. Admin

Mr. Aminu M. Basahari was born on 1st July, 1974 and he is from Ringim, Jigawa State.

His educational journey started at Tunwase Nursery & Primary School in Lagos. He proceeded to Kings College, Lagos for his Secondary Education and then to Ahmadu Bello Univeristy (A.B.U) Zaria, from where he obtained a BSc and a Master in Business Administration in 2001.

He was certified in Management and Administrative Skills by the Centre for Management Development in 2004 and commenced a PhD at the American University, London in the year 2006 but later deferred to represent Edward Thompson, U.K as the Country Representative in Nigeria.

Mr. Bashari started his career as a Banker with the United Bank for Africa (UBA plc.) from where he moved to join the public service with the Nigeria Social Insurance Trust Fund (NSITF) from the year 1999 to the year 2006.

He worked with

He joined the National Judicial Council (NJC) in May, 2017 as a Deputy Director and is currently the Head of the Budget, Planning, Research & Statistics Department of the Council.

DEPUTY DIRECTOR , ((ADMIN) SECRETARIAT DEPARTMENT)

Mrs. Bintur-Shik Florence

HND (Secretarial Administration), PG Diploma, MA Pub Admin,

Mrs. Bintur-Shik Florence graduated from the Ibadan Polytechnic, in 1991. She holds a Higher National Diploma in Secretarial Administration from the same Institution. She also holds a Post Graduate Diploma and a Masters Degree in Public Administration from the Nasarawa State University.

She worked for 3 years with the Nigerian National Petroleum Corporation, Kaduna Refinery as a contract staff from 1991-1994 and later joined Kaduna Textiles Limited, where she worked as a Confidential Secretary to the General Manager from February 1994 to 2002.

In July 2002, she joined the National Judicial Council as a Principal Confidential Secretary, GL 12 and over the years. She rose from the post of a Principal Confidential Secretary to Deputy Director, (Admin.) Secretariat, She is presently the Head of the Secretariat Department of the Council.

ASSISTANT DIRECTOR, ( AUDIT DEPARTMENT)

Mr. Ibrahim Aminu Safana

HND,PGD,MBA,MALD

Aminu Safana Ibrahim was born on the 22nd May, 1971 in Funtua town in present day Katsina State. He hails from Safana in Safana Local Government of Katsina.

He holds a Higher National Diploma in Business Administration and Management and a Post Graduate Diploma in Management. Safana holds a Masters Degree in Business Administration (MBA) as well as a MasterS Degree in International Law and Diplomacy (MALD). He was also at the  Nigerian College of Accountancy, Jos for a professional Diploma in Accounting.

Aminu Safana worked with the United States Agency for International Development (USAID) from 2001-2002, and was part of the then newly introduced Legislative Strengthening Program for Nigeria (LSPN). Between 2002 and 2010, he worked with the Federal Capital Territory Administration (FCTA) Finance and Accounts Department/Treasury and later on as Technical Assistant to the Minister of Finance and Economic Matters.

From 2010 to 2011, Mr. Safana served as Special Adviser on Environment to the Executive Governor of Katsina State. Between 2011 and 2015, he served as Commissioner and member of Katsina State Executive Council in charge of the Ministry of Environment and later Ministry of Youth Development and Sports.

After Completion of Service in the State in 2015, Safana went into professional practice as a partner in VISDAV Consulting – a Chartered Accounting Firm based in Abuja.

In May, 2017 Safana Joined the Services of the National Judicial Council (NJC) as an Assistant Director.

Mr Safana is a practicing farmer and has participated in many Agricultural Summits/Conferences both within and outside the country.

 

ASSISTANT DIRECTOR, (PROCUREMENT DEPARTMENT)

Mr. Ibiang U. Obono

BSc Accounting, MSc Business Administration, CITN, ANAN

Mr. Ibiang Usani Obono was born on the 16th of February, 1968 in Ugep,  Yakurr Local Government Area of Cross River State. He attended St. Mary’s Primary School Ugep, 1974-1980 and Secondary School ,Ugep Community Secondary School Ugep, 1981-1986 and Secondary School Idomi in the 1986/87.

Mr. Obono commenced his tertiary education in the school of Nursing, and later the school of Psychiatric Nursing, both in Calabar, Cross River State. He qualified and became a Registered Nurse and Psychiatric Nurse in 1991 and 1995 respectively. Mr. Ibiang Obono also attended the University of Calabar, Cross River State and Univerisity of Jos, Plateau State, where he obtained a Bachelor of Science degree in Accounting and Masters in Business Administration (MBA) respectively.

Mr Obono worked as a Nurse in the Eja Memorial Joint Hospital Itigidi, Abi Local Government Area and the former Infectious Disease Hospital, Calabar  Mr. Obono is a certified Member of the Association of National Accountants of Nigeria (ANAN), and the Chartered Institute of Taxation of Nigeria (CITN). He worked as an Accountant in the Federal Judicial Service Commission, Abuja where he rose to the position of a Chief Accountant before his employment with the National Judicial Council (NJC) in May, 2017. He is currently the Assistant Director in Charge of Procurement at the National Judicial Council.

His hobbies includes reading, football and farming.

 

 

ASSISTANT DIRECTOR, (WORKS & PROJECT DEPARTMENT)

Mr. Erewa, Oritsemaje Emmanuel

HND ( Quantity Surveying), ANIQS, RQS , MPMi,

Mr. EREWA, Oritsemaje Emmanuel, was born on 27th October, 1968 in Warri to  Ogidigben, Escravos in Warri South West Local Government Area of Delta State.

He attended Association Primary School, Sapele, Delta State (1973-1979), Baptist High School, Ijagbo, Kwara State (1979-1984) and graduated from Auchi Polytechnic (now Edo State Polytecnic) Auchi, Edo State in 1991.

He is a Member of the Project Management Institute (MPMI) 1998, an Associates Member of the Nigerian Institute of Quantity Surveyors (ANIQS) 2000 and a Registered Member of the Quantity Surveyors Registration Council of Nigeria (RQS) 2010

He previously worked with Murty Associates: Quantity Surveyors and Project Management Consultants, Ilorin Kwara State (1992-1998) as Quantity Surveyor, Aluminum Technology Products Plc (ALTEC), (NAL Towers), Marina Lagos in 1998-2006, as Commercial Manager/Estimator and worked with EFA Associates: Quantity Surveyors and Project Management Consultants, Opebi, Lagos (2007-2010) Senior Partner.

Until his employment with the National Judicial Council in December, 2017, he was the Principal and Managing Partner of Rewaf-One Consults, a firm of Quantity Surveyors and Project Management Consultants, located in Agege, Lagos.

He has taken part in many professional seminars and courses. He has over 25 years cognate experience in Quantity Surveying, Project Management and general contacting.

 

HEAD OF CLINIC UNIT

Dr. Bansi Bemare Alhamdu

MBBS (Bachelor of Medicine and Bachelor of Surgery)

Dr. Bansi Alhamdu was born on 2nd February,1983 in Adamawa State and attended Command Children’s School Yola. He later enrolled at Federal Government College Jos where he obtained his O’level.

He proceeded to Ahmadu Bello University Zaria in 2000 where he studied Medicine and Surgery,and graduated with MBBS degree in 2009.

In 2009, he was employed by the National Hospital Abuja for the one year compulsory Housemanship training which lasted till October 2010. He had his one year Youth Service with the Supreme Court Clinic after which he was retained and worked for another one year with the Supreme Court.

He joined the service of the National Judicial Council  Clinic in 2012 and currently the Head of the National Judicial Council Clinic.

He has attended various seminars, conferences and trainings both within and outside the country.

His hobbies are reading and travelling
